"Concrete block" and "cinder block" are used interchangeably in the trade; both are hollow concrete masonry units (CMU). The nominal size includes the mortar joint, so a nominal 8 × 8 × 16 in block actually measures 7⅝ × 7⅝ × 15⅝ in and covers a nominal face of 0.89 ft².
